مساهمة الاستثمار الأجنبي المباشر في النمو الاقتصادي لدول شمال إفريقيا دراسة حالة: (تونس، ليبيا، مصر)

Abstract

لقد جعلت ظاهرة العولمة وثورة المعلومات والاتصالات العالم قرية صغيرة، حيث أزالت كل القيود والحواجز بالأخص فيما يتعلق بحرية انتقال رؤوس الأموال واليد العاملة والسلع والخدمات. ويشكل الاستثمار الأجنبي المباشر في هذا المجال أحد أهم آليات انتقال رؤوس الأموال الأجنبية، إذ شهد تطورا ملحوظا نتيجة للدور الحيوي الذي يلعبه في الرفع من القدرات الإنتاجية، وبالتالي زيادة معدلات النمو والتشغيل بالإضافة إلى الاستفادة من التكنولوجيا الحديثة المصاحبة له، وأنماط التسيير المتطورة، وكذا تأهيل المورد البشري، مما يؤدي إلى تعظيم المكاسب بالنسبة للقطر المضيف وتأسيسا عما سبق، تحاول هذه الورقة البحثية معالجة مشكلة أثر الاستثمار الأجنبي المباشر على النمو الاقتصادي في دول شمال أفريقيا (تونس، ليبيا، مصر)، وذلك من خلال إلقاء الضوء على طبيعة العلاقة بين متغيري الدراسة على مستوى النظرية الاقتصادية، ثم دراسة هذا الأثر باستخدام المنهج الكمي متخذة الحيز الزمني الممتد من سنة 1986الى غاية 2008 نظرا للاستقرار الذي شهدته تلك الدول في هذه الفترة. وقد خلصت الدراسة إلى نتيجة هامة مفادها أن أثار الاستثمار الأجنبي المباشر على النمو الاقتصادي كانت متباينة بين اقتصاديات دول الدراسة، حيث بينت الدراسة القياسية حجم الآثار الايجابية للاستثمارات الأجنبية المباشر على الناتج المحلي الإجمالي لكل من تونس وليبيا، بالمقابل كانت أثاره سلبية بالنسبة لمصر. Abstract: The phenomenon of globalization and the revolution in information and communications have made world a small village, where removed all restrictions and barriers, particularly with regard to the free movement of capital, labor, goods and services. The foreign direct investment in this area one of the most important mechanisms of transmission of foreign capital, as witnessed remarkable development as a result of the vital role it plays in raising the productive capacity, thereby increasing growth rates and operating as well as to take advantage of modern technology associated with it, and patterns of governance developed, as well as human resource training, which leads to maximize gains for the host Country. Based foregoing, this paper try address the problem of the impact of FDI on economic growth in the countries of North Africa (Tunisia, Libya, Egypt), and through the shed light on the nature of the relationship between the variables of this study at the level of economic theory, and then study this effect using quantitative approach taken in the period (1986 – 2008) seeing that of the stability of these countries Witnessed in this period. Finally, this study concluded an important result that raised the foreign direct investment on economic growth differentiated between the economies of the study, where the study showed the standard size of the positive effects of foreign investment direct GDP for each of Tunisia and Libya, On the other hand was raised negative for Egypt.
