dc.description.abstract Adopted a program of physical education amended on scientific grounds and is closely linked to the various sciences, as well as problems of education and motivation of individual and collective Accordingly, we must strive towards modern trends prevailing in the schools with specials needs advanced commensurate with the conduct of education of our society and leading us to raise the level of educational programs for private schools. The process of building a Physical Education program amended, requires an understanding of the processes of growth and development for the needs , motivations and tendencies of people with special needs and educational processes, also requires knowledge and understanding of the many different types of sporting events whereby there can be adopted physical needs, behavioural, social and health category. On this basis was the study, its aims through which to propose a tutorial to learn some basic skills for effective football to the deaf and dumb (10-12 year), deaf and dumb as this category suffering from hearing disability less Forgather with normal and as the motor activity has no different for normal and can exercise all the activities. This research has been divided into two parts, part I better endorsement to the theory and the second chapter has included the field study. We divided the first part into six chapters, the first chapter includes the hearing disability (deaf and dumb),the second chapter: sports for the disabled and the deaf, the third chapter : the characteristics and advantages of the deaf, the fourth chapter, program - motor learning, and chapter five - the basic skills in football and the last chapter was about the studies and the similar research. The second part dealt with the researcher in the field, which divided in four chapters, the first chapter was about how to view the survey (steps a survey about the tests under consideration) as the researcher making the necessary adjustments according to the observations and suggestions made by the arbitrators, in addition to making sure sincerity , stability and objectivity, Chapter II was about the research methodology and field procedures used to achieve the desired objectives (the method used, the sample, areas of research, standards testing the proposed education program and study statistical), and the third chapter was addressed to a presentation and discussion of the test results (tests tribal , tribal-and-after tests, the fourth chapter summarized the results assumptions, conclusions, the general conclusion and recommendations. In order to verify the hypotheses of the research depended on the experimental method has been applied researcher tutorial and has experience of 20 students was selected randomly were divided into two groups for the sample test consisting of 10 students has been applied by the program and a set of sample control group consisted of 10 students. The experiment lasts about a month and a half, and after the experiment, collect the results and post-treatment statistical analysis of the results and conclude that the proposed education program had a positive impact on the level of development of some basic skills for effective football of the deaf and dumb (10-12 years).
