Résumé:
The vulnerability of the national territory with respect to the seismic phenomena and the levels of possible hazards that this one presents, particularly in the areas of the north of the country, are a fact established by the frequency even of the seisms and the reccurence of events of strong magnitudes.
The effective way to protect against the effects of a major earthquake is the paraseismic construction because in most cases, it is the buildings that kill by collapsing on the occupants.
Since 1981, Algeria has a paraseismic code, revised according to the evolution of the experiment and the scientific knowledge
The purpose of the application of the paraseismic standard is to confer to constructions a certain level of protection against the seismic action, that it is optimized or not by the design of the buildings
The present work aims to conduct a survey near the architecture studies offices in order to probe the perception of this protection by the architects and the engineers responsible of the design of various public buildings and private and monitoring of their realization in many cases.
The deficiencies, insufficiencies and even inconsistencies in the paraseismic culture of these two main actors that the aforementioned investigation had detected, will have to be seriously taken of load by means of actions of information and training with same importance that other engaged actions already within the framework of the policy of the preventive management of the seismic risk in Algeria.
