السياسات الاقتصادية للاستثمار الزراعي و دوره في تحقيق الأمن الغذائي حالة الجزائر للفترة مابين ( 1980-2015)

Abstract

نهدف من خلال هذه الدراسة إلى إبراز أهمية القطاع الزراعي في الاقتصاد الوطني، ومدى مساهمة السياسات الاقتصادية المتبعة من طرف الدولة الجزائرية في تطوير الاستثمار في هذا القطاع عبر مختلف برامجها التنموية، ودور هذا الأخير في تحقيق أمنها الغذائي وتحسين المستوى المعيشي للسكان. وخلصت الدراسة إلى أن الإنتاج الزراعي غير كاف لتوفير الاحتياجات الغذائية للسكان، وبأن الإنتاج الزراعي يعتمد على مدى وفرة مدخلات العملية الإنتاجية وبالأخص رأس المال الزراعي، وبالضبط عنصري الأرض الزراعية والثروة الحيوانية، مع عدم تأثير مباشر للسياسات الاقتصادية التي انتهجتها الدولة بخصوص القطاع الزراعي هذا من جهة. فنجد، من جهة أخرى، أن الفجوة الغذائية في الجزائر تعتمد بشدة على الواردات الغذائية والتي ما فتأت تتزايد سنة بعد أخرى، كما توصلت الدراسة إلى عدم وجود علاقة سببية بين الناتج الزراعي والفجوة الغذائية في الجزائر. كلمات مفتاحية: تنمية، زراعة، سياسات اقتصادية، استثمار الزراعي، أمن الغذائي. Résumé : Cette recherche met en évidence l'importance du secteur agricole dans l’économie nationale, et la contribution des politiques économiques adoptées par l’État algérien au développement de l’investissement dans ce secteur, par le biais de ses divers programmes de développement et son rôle dans la réalisation de la sécurité alimentaire et l’amélioration du niveau de vie de la population. L’étude a conclu que la production agricole est insuffisante pour satisfaire les besoins alimentaires de la population, et dans la mesure ou la production agricole s’appuit sur l’abondance des intrants utilisés dans ce processus de production et en particulier, le capital agricole, notamment, les facteurs, telles que la terre agricole et la richesse animale, sans impact direct des politiques économiques adoptées par l'État sur le secteur de l'agriculture, ceci, d'une part, nous constatons, d'autre part, que le déficit alimentaire en Algérie, dépend fortement des importations de produits alimentaires qui augmentent année par année, l'étude n'a également révélé aucun lien de causalité entre la production agricole et le déficit alimentaire en Algérie. Abstract The objective of this study is to highlight the importance of the agricultural sector in the national economy, and the extent to which the economic policies adopted by the Algerian state contribute to the development of investment in this sector through its various development programs, and its role in achieving food security and improving the standard of living of the population. The study concluded that agricultural production is insufficient to meet the food needs of the population, and that agricultural production depends on the abundance of inputs of the productive process, particularly agricultural capital, and specifically the agricultural land and livestock components, with no direct impact of the economic policies adopted by the state on this agricultural sector. On the other hand, the food gap in Algeria is heavily dependent on food imports, which are increasing year by year. The study also found that there is no causal relationship between agricultural output and the food gap in Algeria.
