LA MÉTROPOLISATION PAR LE RETOUR SUR LA VILLE « CRÉATION D’UN AUTHENTIQUE PÔLE CULTUREL À MOSTAGANEM »

ومع ذلك، فإن المدينة هي الأكثر أهمية، وهي التي يجب أن تحسب أكثر من غيرها، لأنه لا يوجد شيء أكثر من أنفسنا، عندما تتغير، نحن الذين نجعلها تتغير." يوجين جيليفيتش. انطلاقا من منطق ان المدينة لا تكتمل, تتجدد باستمرار وبصفة منتظمة, يندرج هذا العمل ضمن منطق التغيرات العمرانية التي تعرفها مؤخرا مدينة مستغانم, اين تعرف المدينة ورشة مفتوحة على الهواء الطلق. وكما يعلم الجميع بانه وقع الاختيار على هذه المدينة لتكون وجهة سياحية واعدة على الضفة الجنوبية لحوض البحر الأبيض المتوسط, حيث تستعد عاصمة الظهرة لتغيير يمس بصفة جذرية بنيتها التحتية، هذا مع اكتمال العشرات من المشاريع الضخمة وأخرى قيد الإنجاز على غرار الترامواي والمنفذ الرابط للميناء بالطريق السيار. يطلق على هذا التغيير الجذري اسم التجديد العمراني والذي هو مرادف لإعادة صياغة المدينة من تلقاء نفسها. لذا يرتئي هذا المشروع الى تجسيد رؤية جديدة في عملية التجديد العمراني خاصة المناطق الحضرية التي تشهد اضطرابات على الرغم من توفرها على امكانات معتبرة. المشروع الذي نحن بصدد عرضه اليوم هو نتيجة لعشرات أشهر من التدقيق والبحث لان العمران يعرف هذه الأيام تطورات جذرية وتحديات جديدة. دفع حدود المدينة إلى ما لا نهاية، او بناء واحدة جديدة من العدم لم يعد ابدا ممكنًا، لذلك يرى المختصون بان التدخل في مادة موجودة هو أفضل بكثير، وللتدخل بشكل أفضل وجب العثور على أفكار جديدة، وهي مادة معمارية يتعين على المختصين في المجال العمل بها، فماذا نستبدل وبماذا نحتفظ؟ التدخل في المدينة هو قبل كل شيء ثقافة ، وهي عملية دقيقة ترتكز على الإجراءات والسياسات و حتى الاستراتيجيات التي تضعها الجهات الفاعلة في المناطق الحضرية ، الان نوجه اعيننا صوب القطب الثقافي لمدينة مستغانم، والذي يتوفر على إمكانات هائلة للأسف هي غير مستغلة وذلك عن غير قصد ، هذا القطب يعكس اول صورة لمدينة بأكملها بفضل موقعه الجغرافي الاستراتيجي بالقرب من مقر عاصمة الولاية، و موازاته للمدخل الغربي للمدينة قدوما من وهران ، يمنحه مكانة القطب الهوية ، موقع مثالي لإظهار القدرة الفائقة لهذه الأداة في هذه الحالة التجديد العمراني في اعطاء صورة عصرية للمدينة The city is, however, what matters the most, which must count the most, because nothing is more than ourselves, when it changes it is we who make it change". The present work is a part of this logical urban changes that the city of Mostaganem is currently experiencing, a real open-air construction site, where often legend and reality merge to the point of giving a soul to a stone that has reached us, through various periods. Undoubtedly, this multi-faces city has been chosen to be Algeria’s haven of peace, a seaside resort on the southern shore of the Mediterranean sea, it is prepared for a radical change that affects its own infrastructure, with dozens of megaprojects completed, while others are under construction, this change is synonymous with recasting the city on its own, this project will bring a brand new vision in the process of urban renewal and more particularly in the case of urban areas with high potential. The project that we are presenting today is the result of tens of months of reflection, since today, urbanism is facing new challenges, so push endlessly the limits of the city or building a new one, is no longer possible, therefore, we will intervene on an existing substance, and to better intervene it will be necessary, to find the good gray matter, an architectural material with which the professionals of the space must necessarily compose, is it necessary to destroy and replace and what should we keep? Intervening in the city is above all a culture, a delicate operation that focuses on actions, policies and strategies established by urban actors, our eyes are directed now towards the Cultural Area of Mostaganem, which has a huge potential unintentionally unexploited, it represents the image of a whole city, thanks to its geostrategic situation near the headquarters of the district, its positioning near the west entrance, for those coming from Oran, that gives it a status of pole identity, an ideal site to show the inordinate capacity of this tool in this case the urban renewal to introduce an ingenious urbanism at the service of a demanding community, this is how our choice of the site was established. It is often said that a man without culture is like a zebra without stripes, and because culture is not inherited but rather conquered, we have not found the best way to intervene, give back a second wind at the cultural hinge of Mostaganem is giving a second life to a whole city, to a whole region and even to a whole country. Se catapultant du fait que la ville est dans un processus d’inachèvement, d’incomplétudes, et des mutations urbaines permanentes, la ville se fait et se défait, elle se renouvelle constamment, et régulièrement. Le présent travail s’inscrit dans cette logique de mutations urbaines que connait actuellement la ville de Mostaganem, un véritable chantier à ciel ouvert, où souvent la légende et la réalité se confondent au point de donner une âme à une pierre parvenue jusqu’à nous à travers des périodes diverses. Incontestablement, cette cité aux multiples facettes a été choisie par l’état pour être son havre de paix, une station balnéaire de haute villégiature au bord de la rive sud de la méditerranée, elle s’apprête à un changement radical qui touche son infrastructure de base, avec des dizaines de mégaprojets réalisés ou en voie de concrétisation, ce changement est synonyme de refonte de la ville sur elle-même, le projet en question va apporter une nouvelle vision dans le processus de renouvellement urbain et plus particulièrement dans le cas des zones urbaines à fort potentiel. Le projet que nous vous présentons aujourd’hui est le fruit d’une dizaine de mois de réflexion, car aujourd’hui l’urbanisme se trouve face à de nouveaux enjeux, repousser donc sans fin les limites de la ville et en fabriquer une nouvelle n’est guère plus possible, nous allons donc intervenir sur une substance existante, et pour mieux intervenir il va falloir trouver de la bonne matière grise, une matière architecturale avec laquelle les professionnels de l’espace doivent nécessairement composer, que faut-il détruire et remplacer et que faut-il conserver? Intervenir sur la ville est avant tout une culture d’intervention, une opération délicate qui s’attache à des actions, des politiques et des stratégies établies par les acteurs urbains, nos regards se dirigent donc vers le pôle culturel de Mostaganem, qui dispose d’un potentiel énorme malencontreusement inexploité, il représente l’image de toute une ville grâce à sa situation géostratégique à proximité du siège de la wilaya, son positionnement près de la pénétrante ouest, en provenance de la métropole Oranaise, lui confère un statut de pôle identitaire, un site idéal pour montrer la capacité démesurée de cet outil en l’occurrence le renouvellement urbain à instaurer un urbanisme ingénieux au service d’une communauté exigeante, c’est ainsi que notre choix du site s’est établi. On dit souvent qu’un homme sans culture, c’est comme un zèbre sans rayures, et c’est parce que la culture ne s’hérite pas mais plutôt se conquiert, nous n’avons pas trouvé de mieux pour y intervenir, redonner un second souffle à la charnière culturelle de Mostaganem c’est donner une seconde vie à toute une ville, à toute une région et même à tout un pays.
