دور المؤسسات الصغيرة والمتوسطة في دعم التنمية المستدامة

Abstract

الملخص: تلعب المؤسسات الصغيرة و المتوسطة دورا هاما في اقتصاديات الدول المتقدمة و النامية على حد سواء، هذا ما جعلها البديل الأقوى للتغلب على العديد من المشاكل الاقتصادية،خاصة وفي ظل الظروف الراهنة وتبني الفكر العالمي، أمام انتشار آثار العولمة الاقتصادية وتزايد حدة المنافسة العالمية، حيث أصبحت المؤسسات الاقتصادية بصفة عامة و المؤسسات الصغيرة والمتوسطة بصفة خاصة، طرفا فاعلا في تحقيق التنمية المستدامة وذلك في إطار تطور مفهوم المؤسسة التقليدي و تبني فكرة المؤسسة المستدامة، أي المؤسسة الصديقة للبيئة المسؤولة اجتماعيا،إذ يتحقق هذا الطرح بمراعاة المؤسسات الصغيرة و المتوسطة في جوانبها ونشاطاتها المختلفة الأبعاد الثلاثة للتنمية المستدامة،وهذا يرجع لما تمتلكه هذه الأخيرة من خصائص التي تؤهلها للوصول لمعدلات النمو المرجوة بحيث أضحي من غير المتوقع إحداث نمو متوازن وتنمية مستدامة، دون دعم وتنمية المؤسساتالصغيرة والمتوسطة،ومن هذا المنطلق وفي ظل التطورات الاقتصادية المتسارعة تسعى الجزائر على غرار بقية الدول إلى النهوض بهذا النوع من المؤسسات من خلال تبني استراتيجية متكاملة وإيجاد المناخ القانوني المناسب الذي يهدف من خلاله إلي توجيه مميزات هذه المؤسسات بغية خدمة التنمية المستدامة . الكلمات المفتاحية: المؤسسات الصغيرة والمتوسطة، المؤسسة المستدامة، الطاقات المتجددة، المؤسسات الخضراء، المسؤولية الاجتماعية، التنمية المستدامة Résumé : Les petites et moyennes entreprises jouent un rôle important dans les économies des pays développés et des pays en développement, ce qui en fait l’alternative la plus puissante pour surmonter de nombreux problèmes économiques, en particulier dans circonstances actuelles, en raison de l’adoption de la pensée mondiale, de la propagation des effets de la mondialisation économique et de la concurrence mondiale accrue , Les entreprises économiques en général et les PME en particulier, sont devenues des acteurs actifs dans la réalisation du développement durable dans le cadre du développement du concept d'entreprise classique et de l'adoption de l'idée d'entreprise durable, à savoir l'entreprise respectueuse de l'environnement et socialement responsable ,Ceci ne peut être atteint que lorsque les PME dans leurs différentes activités, respectent le concept du développement durable ,Ceci revient aux qualités de ces dernières qui lui permettent d’atteindre les taux de croissance souhaités, néanmoins s'est pas possible d'atteindre une croissance équilibrée et un développement durable sans le soutien et le développement des petites et moyennes entreprises, raison pour laquelle l’Algérie cherche, comme d’autres pays, à promouvoir ce type d’entreprises, Et ce en adoptant une stratégie intégrée et en créant un environnement juridique approprié à travers lequel elle vise à orienter les avantages de ces entreprises, afin de servir le développement durable. Abstract: Small and medium-sized enterprises play an important role in the economies of both developed and developing countries, making them the most powerful alternative for overcoming many economic problems, especially in current circumstances, because of the adoption of global thinking, the spread of the effects of economic globalization and increased global competition, economic enterprises in general and SME in particular, have become active players in achieving sustainable development in the context of classic enterprise concept and the adoption of the sustainable business idea, namely the environmentally friendly and socially responsible enterprise , this can only be achieved when SME in their different activities, respect the concept of sustainable development, this goes back to the qualities of the latter which enable it to reach the desired growth rate, however, it has not been possible to achieve balanced growth and sustainable development without the support and development of small and medium-sized enterprises, which is why Algeria, like other countries, seeks to promote type of business, and this by adopting an integrated strategy and creating an appropriate legal environment through which it aims to guide the benefits of these companies, in order to serve sustainable development.
