Public Employment Act ", nor did Order 06-03 contain new provisions relating to the exercise of the right to strike, The full urban community has maintained the exercise of that right for groups whose activity is essential for the proper functioning of the State's vital interests. While exercising his right under the law, an employee enjoys a number of guarantees that his employment relationship with the State may not be severed, but that employee may be used to allow the performance of the minimum service to ensure that the services of such facilities continue to be provided to the public en_US
