Abstract

اخترنا استكشاف مفهوم إنشاء قطب حوكمة في مستغانم، يتمحور حول إنشاء مدينة أعمال حديثة، مستدامة ومتكاملة. نسعى إلى جمع الوظائف الإدارية والاقتصادية والاجتماعية والثقافية في نفس الموقع الاستراتيجي، وهو المصنع القديم لشركة SONIC، وذلك من أجل تحسين الإدارة العامة، وتسهيل الوصول إلى الخدمات، وتعزيز التماسك الحضري. تستند الدراسة إلى تحليل ميداني للسياق المحلي، وتحليل معمق، بالإضافة إلى أمثلة من حالات أجنبية مثل حي الأعمال هايد بارك في القاهرة الجديدة ومدينة الأعمال في سانت إتيان. تسمح هذه الحالات بتحديد المبادئ المعمارية، والمنطق الوظيفي، واستراتيجيات التهيئة المناسبة لاحتياجات مدينة في طور التحول. من خلال منهج يجمع بين التخطيط العمراني، والهندسة المعمارية، والاستدامة، والحَوكَمة، يقترح هذا العمل تصورًا مكيفًا للتنظيم المكاني في مستغانم. يبرز أهمية قطب مؤسساتي مرئي، وظيفي ورمزي، قادر على الاستجابة لتحديات التنمية الحضرية الحالية، والجاذبية الإقليمية، وجودة الحياة. We chose to explore the concept of a governance hub in Mostaganem, centered on the creation of a modern, sustainable, and integrated business city. Our aim is to bring together administrative, economic, social, and cultural functions in the same strategic locationthe former SONIC factory in order to optimize public management, improve accessibility to services, and strengthen urban coherence. The study is based on a field analysis of the local context, an in-depth analysis, as well as examples of foreign cases such as the Hyde Park Business District in New Cairo and the Business City of Saint-Étienne. These cases help to identify architectural principles, functional logics, and planning strategies tailored to the needs of a city in transition. Through an approach that combines urban planning, architecture, sustainability, and governance, this work proposes an adapted spatial organization model for Mostaganem. It highlights the importance of a visible, functional, and emblematic institutional hub capable of addressing current challenges in urban development, territorial attractiveness, and quality of life. Nous avons choisi d’explorer la conception d’un pôle de gouvernance à Mostaganem, avec pour axe central la création d’une cité d’affaires moderne, durable et intégrée. Nous avons cherché à regrouper des fonctions administratives, économiques, sociales et culturelles dans un même site stratégique : l’ancienne usine SONIC afin d’optimiser la gestion publique, d’améliorer l’accessibilité aux services, et de renforcer la cohérence urbaine. L’étude repose sur une analyse du terrain du contexte local, une analyse urbaine approfondie, ainsi que sur des exemples de cas étrangers tels que le Hyde Park Business District au Nouveau Caire et la Cité d’Affaires de Saint-Étienne. Ces cas ont permis d’identifier les principes architecturaux, les logiques de fonctionnement, et les stratégies d’aménagement adaptées aux besoins d’une ville en transition. À travers une démarche qui combine plusieurs aspects mêlant urbanisme, architecture, durabilité et gouvernance, ce travail propose une proposition adaptée de l’organisation spatiale à Mostaganem. Il met en avant l’importance d’un pôle institutionnel visible, fonctionnel et emblématique, capable de répondre aux enjeux actuels de développement urbain, d’attractivité territoriale et de qualité de vie.
