Abstract

ركز مشروع نهاية الدراسة هذا على تصميم "المدينة الإدارية" كجزء من قطب الحوكمة في مدينة مستغانم، حيث يتناول التحديات المعمارية والوظيفية والحضرية المرتبطة بتركيز الخدمات العمومية في فضاء موحّد، بهدف إنشاء مرفق منظم، عصري، وسهل الولوج. تم اختيار موقع استراتيجي مطل على الواجهة البحرية لإقامة المشروع، ما يساهم في تحسين فعالية الخدمات وتبسيط الإجراءات الإدارية للمواطنين، إلى جانب تعزيز الحضور المؤسساتي في النسيج العمراني. يعتمد التصميم على تنظيم فضائي واضح يعزز من قابلية قراءة الفضاءات وسلاسة التنقل وجودة الاستقبال وراحة المستخدمين. وقد استُلهم الشكل المعماري من الأساليب العضوية لأوسكار نيماير، حيث تم تبني جمالية معمارية معاصرة وسلسة تتمايز عن محيطها المباشر، مع الحفاظ في الوقت ذاته على اندماج متوازن مع المشهد الحضري. كما تم إدماج حلول مستدامة، مثل الواجهات الزجاجية الكهروضوئية، لتحقيق أداء طاقوي فعّال دون الإخلال بالجانب الجمالي. وعليه، تُعدّ المدينة الإدارية رمزاً قوياً لتحديث الإدارة العمومية، ومعْلَماً عمرانياً بارزاً، وفضاءً وظيفياً يستجيب لتطلعات المواطن المعاصر. • This final-year project focuses on the design of an Administrative City as part of the governance hub in Mostaganem. It explores the architectural, functional, and urban challenges involved in centralizing public services within a single space, with the aim of creating a structured, modern, and accessible facility. Located on a strategically positioned seafront plot, the project seeks to improve service efficiency, simplify administrative procedures for citizens, and establish a strong institutional presence within the urban fabric. The design is based on a clear spatial organization that enhances legibility, fluidity of circulation, quality of reception areas, and user comfort. Inspired by the organic forms of Oscar Niemeyer, the architecture embraces a contemporary and fluid aesthetic that contrasts with its surroundings, while still achieving harmonious integration into the landscape. The project also incorporates sustainable solutions, such as photovoltaic glazing, to ensure energy performance without compromising design quality. Ultimately, the Administrative City is envisioned as a strong symbol of modernized public administration, an urban landmark, and a functional space that meets the expectations of today’s citizens. • Ce travail de fin d’études porte sur la conception d’une Cité Administrative intégrée au pôle de gouvernance de Mostaganem. Il s’attache à analyser les enjeux architecturaux, fonctionnels et urbains liés à la centralisation des services publics dans un même lieu, dans le but de proposer un équipement structurant, moderne et accessible. Implantée sur un terrain stratégique en bord de mer, cette cité vise à améliorer l’efficacité des services, simplifier les démarches des citoyens et affirmer une présence institutionnelle forte au sein du tissu urbain. Le projet repose sur une organisation spatiale claire, favorisant la lisibilité des espaces, la fluidité des parcours, la qualité de l’accueil, ainsi que le confort des usagers et des agents. Inspirée des formes organiques d’Oscar Niemeyer, l’architecture adopte une esthétique fluide et contemporaine, en rupture assumée avec le contexte environnant, tout en assurant une intégration harmonieuse dans le paysage. La réflexion inclut également des solutions durables, comme l’intégration de vitrages photovoltaïques, afin de faire de ce bâtiment un modèle de performance énergétique. Ainsi, la Cité Administrative se veut un symbole fort de modernisation de la gestion publique, un repère urbain emblématique et un espace de service à la hauteur des attentes citoyennes contemporaines
