الانضباط النقدي في ظل الاقتصاد غير الرسمي وقضايا الإصلاح الاقتصادي

Abstract

يهدف هذا المقال إلى دراسة فعالية السياسة النقدية للدول النامية التي طبقت برامج صندوق النقد الدولي في السنوات السابقة. ونحاول التطرق إلى ظاهرة كبر حجم الاقتصاد غير رسمي في هذه الدول وتبيان مدى استفادتها من تجاربها السابقة عبر برامج الإصلاح للوصول إلى رسم سياسة نقدية فعالة في ضوء وجود هذا الاقتصاد. خلصنا من خلال هذه الورقة البحثية بأن الاقتصاد الموازي الكبير يقلل من فرص نجاح السياسة النقدية ويشكك من جدوى هذه الإصلاحات.

The aim of this article is to study the effectiveness of monetary policy for developing countries that have implemented programs of the International Monetary Fund in previous years. By the way, we try to address the magnitude of the phenomenon of informal economy in these countries and to show how they benefit from their previous experiences with reform programs to get to draw an effective monetary policy in the light of the existence of this economy. This research shows that the large parallel economy minimize the success of the monetary policy and the reform programs.
