Le système financier international : de sa mise en place à l’état d’urgence. Quel enseignement pour l’avenir ?

Abstract

Au cours des deux dernières décennies et avec la dérégulation et la libéralisation des mouvements internationaux de capitaux, les systèmes financiers se sont développés d’une manière spectaculaire. De nouvelles opportunités se sont offertes aux prêteurs et emprunteurs avec l’intégration des marchés financiers et l’apparition de l’innovation financière. On assiste alors à une évolution rapide des flux internationaux de capitaux, de plus en plus dominés par des investissements en portefeuille. Mais parallèlement à cette expansion rapide du marché financier international, une fragilité sous-jacente des systèmes financiers s’est peu à peu développée, suscitant des scénarios de crises et de récession économique. Peut-on donc lier cette fragilité aux mutations des systèmes financiers ? Notre objectif dans cette thèse est de chercher s’il existe un lien direct entre les défaillances des systèmes financier et les crises financières. Ceci nous permet de tirer des enseignements très importants pour l’avenir de la finance internationale. Mots-clés : Système financier, Crise financière, Développement financier, Zone euro. Classification JEL : Jel classification : E23, E24, E42, E44, E51. على مدى العقدين الماضيين، ومع تحرير حركة رؤوس الأموال الدولية، نمت النظم المالية بشكل كبير. حيث ظهرت فرص جديدة للمقرضين والمقترضين مع تكامل الأسواق المالية وظهور الابتكار المالي. نحن نشهد حليا تغيرات سريعة في التدفقات الرأسمالية الدولية، التي تهيمن عليها استثمارات المحافظ بشكل متزايد. ولكن بالتوازي مع هذا التوسع السريع في الأسواق المالية الدولية، فقد تطورت تدريجيا هشاشة أساسية في النظم المالية، مما أثار مجموعة من الأزمات والركود الاقتصادي. إذا هل يمكننا ربط هذه الهشاشة بالتغييرات في الأنظمة لمالية؟ هدفنا في هذه الرسالة هو التحقق من وجود صلة مباشرة بين فشل النظام المالي والأزمات المالية. وهذ ا يسمح لنا باستخراج دروس مهمة جدًا لمستقبل التمويل الدولي الكلمات المفتاحية: النظام المالي، الأزمة المالية، التنمية المالية، منطقة اليورو. Over the last two decades, and with the deregulation and liberalization of international capital movements, financial systems have grown dramatically. New opportunities for lenders and borrowers have emerged with the integration of financial markets and the emergence of financial innovation. We are experiencing rapid changes in international capital flows, which are dominated by portfolio investments. However, with this rapid expansion of the international financial market, an underlying fragility of financial systems has gradually developed, sparking scenarios of crises and economic recession. Can we link this fragility to the changes in financial systems? Our goal in this thesis is to investigate whether there is a direct link between financial system failures and financial crises. This allows us to learn very important lessons for the future of international finance.
