Providing quality of Service (QoS) over the 3G wireless networks such as the Universal Mobile
Telecommunications System (UMTS) is one of the most active and challenging research area. 3G networks
introduce IP services along with the traditional 2G phone system, and therefore represent an opportunity for
real-time and multimedia applications such as the video conferencing. In this paper, we suggest a proactive
QoS provisioning technique based on putting demands for network resources ahead of time as the mobile host
moves from one cell to another. In this technique, the admission control algorithm prepares the mobile host's
neighboring cells and therefore allowing real-time applications to move from one cell to another while
maintaining and preserving its contracted QoS.
