دور الشراكة الاوروجزائرية في ترقية المؤسسات الصغيرة والمتوسطة وانعكساتهاعلى التنمية

Abstract

الملخص في ظل التغيرات الاقتصادية الراھنة والأوضاع المزرية التي شھدتھا الجزائر في فترة التسعينات، لجأت الجزائر إلى الاتحاد الاوروبي لعقد اتفاقية شراكة معه سنة 2002 بفالنسيا. ھذه الاتفاقية التي تندرج ضمن اتفاقيات الشراكة الاورو متوسطية والتي تھدف بالدرجة الأولى إلى انشاء منطقة التبادل الحر بين الطرفين في مطلع 2017 ، حيث ستواجه من خلالھا المؤسسات الجزائرية نظيراتھا الأوروبية لا سيما المؤسسات الصغيرة والمتوسطة منھا. وفي ھذا الصدد عمد المفاوض الجزائري إلى تضمين اتفاقية الشراكة جملة من الآليات القانونية التي تھدف إلى ترقية المؤسسات الصغيرة والمتوسطة باعتبارھا رافدا حقيقيا للتنمية ودمج الاقتصاد الوطني في الاقتصاد العالمي خارج الاقتصاد الريعي. وعليه تتمحور ھذه الاشكالية حول مدى فعالية اتفاقية الشراكة الاورو جزائرية في ترقية المؤسسات الصغيرة والمتوسطة ومدى انعكاساتھا على التنمية. Résumé Dans le cadre des changements économiques actuels et la situation misérable que l’Algérie a traversée durant les années quatre 1-vingt dix .Cette dernière a réclamé à l’Union Européenne pour constituer une convention de partenariat avec elle depuis 2002 à Valence. Cette convention s’inscrit dans le cadre des conventions euro-méditerranéennes et qui a essentiellement pour but de créer une zone d’échange libre entre les deux parties au début de l’année 2017. Les entreprises algériennes se rencontrent avec ses ensembles européennes et notamment les petites et moyennes entreprises. Pour cela ; le représentant algérien de la convention a fait exprès de garantir ce partenariat par des mécanismes légaux dans le but de promouvoir PME car ce sont-elle la réelle base du développement et de l’intégration de l’école l’économie national dans l’économie mondiale hors de la dépendance à l’économie pétrolière. Notre problématique se focalise autour de l’importance de la convention euro-algérienne dans le développement des PME 1et ses conséquences sur le développement. This agreements, which falls within the framework of the Euro-Mediterranean Partnership Agreements, aims primarily at establishing the free Trade Area between the two parties in early 2017.Where the Algerian institutions will face their European counterparts especially SME. In that situation, the Algerian negotiator tries to guarantee the patterned convention of the laws and the regulations for developing these enterprises to inset them in the national and international economy out of side of rent economy. This is the question of the effectiveness of the Euro- Algerian partnership agreement.
