Human resources management is one of the most important administrative functions in the institution because it has a direct impact on the continuation of its activity, which is no less important than the rest of the other functions, if not the most important.
In view of the importance of the human element, the most important tasks entrusted to human resources is to give importance to rehabilitate the human element in the institution as an important and vital resource and work hard to develop its abilities and skills in order to improve its performance and increase its returns and thereby maximize the expected return or return.
Through the above we raised the problem of our research as follows:
* To what extent does HRM contribute to improving the management of local communities?
