The Customs Administration is one of the institutions that have a direct
relationship with foreign trade and one of the effective agencies that contribute to
monitoring the national economy and controlling supervision and administrative and
economic management against foreign competition, in addition to its role in
promoting the exports of national products in the international market as the
executive body of economic and trade policy, this all led to Assigning new tasks to
the customs administration that are inconsistent with the existing traditional means
and techniques. Therefore, it was necessary to update these logistical systems to
achieve the goals of the fiscal and economic policy adopted by the state.
As the modernization touched one of the techniques that are directly related to
foreign trade, which is a point of contact between the economic dealers and the
customs administration, which is "customs procedures for goods", customs
procedures are among the essentials that must be highlighted when any amendment
of the customs law because it represents the first friction between the customs
administration on the one hand and the dealers Economists on the other hand.
Customs procedures are the core of customs work and its basis in light of the
market economy system and the liberalization of foreign trade that requires speed in
transactions, which has increased importance to developing customs procedures,
which is the most prominent integrated logistical activities for the proper functioning
of the goods company.
