Abstract of Master’sThesis Due to the nature and complexity of some deals, it has become a resort to the implémentation of public transactions crossed over by other people recentlywith the aim of, assisting and speeding up the completion. The necessity of a process through wich the so called « handling » this process allows another person to enter into a contractuel relationship between contracting interest and contracting dealer under a written contract by following a set of pre conditions and procedures in organizing public procurement and reference. one of the most important of these procedures deal in a specific part of works and permition of handler at the administration concerned express consent and acceptance of the terms, is that process. disclainer of responsibility about the client and the contractor, so he stays the only respensble about the deal before the contracting interests
