Abstract

ملخص الدراسة: تتناول هذه الدراسة موضوع إشراف والي الولاية في تنفيذ المخططات الوطنية لتنمية الدوائر، من خلال إبراز الإطار القانوني والتنظيمي الذي يحكم صلاحياته، والآليات المعتمدة في تجسيد السياسات العمومية على المستوى المحلي، كما تهدف إلى تحليل دور الوالي في التنسيق والمتابعة وتقييم تنفيذ البرامج التنموية، ومدى مساهمته في تحقيق التنمية المحلية، وتخلص الدراسة إلى أن فعالية هذه المخططات ترتبط بمدى نجاعة الإشراف الإداري وقدرة الوالي على معالجة العراقيل الميداني

This study addresses the role of the pr’vincial governor’s supervision in the implementatio of national development plans at the district level by highlighting the ’egal and regulatory framework governing his powers and the mec a »isms’used to implement public policies locally. It also aims to analyze the governor’s r l » in coordination, monitoring, and evaluation of development programs, as well as his contrib t »on to achieving local development. The study concludes that the effectiveness of these plans depends on the efficiency of administrative supervis ion and the governor’s ability to address field obstacles.
