Abstract

الملخص: إن الجذور التاريخية للعلاقات الأورو مغاربية تعود إلى فترات زمنية قديمة وذلك نتيجة للتقارب الجغرافي والإستراتيجي وحجم التبادلات بينهما، حيث زاد الاهتمام الأوربي بالمنطقة المغاربية خاصة بعد تلك التحولات الجديدة التي حدثت على الساحة الدولية، والتي تقتضي بضرورة قيام تكتل وتعاون إقليمي ودولي يتجه نحو خيار إستراتيجي يخدم الطرفين معا وهو تعزيز وتكثيف عملية الشراكة الأورو مغاربية. ولهذا يتطلب الأمر معرفة مفهومها من حيث مراحل ظهورها وتطورها، وعرض الأبعاد الأساسية لها والمتمثلة في: الشراكة السياسية والأمنية، الشراكة الاقتصادية والمالية، والشراكة الاجتماعية والثقافية والانسانية، وكذا الوقوف على أهم رهاناتها في إطار إستراتيجية تعظم مصالح جميع الأطراف. وبالتالي الخروج بجملة من التوصيات والاقتراحات لتحويل المنطقة الأورو مغاربية إلى منطقة يسودها الجوار والتعاون وتضمن السلام والاستقرار والازدهار عبر تفعيل الاتحاد المغاربي مبني على تكافؤ الفرص عند عقد الاتفاقيات والاشتراك في الرؤية لمستقبلها. Résumé : Les racines historiques des relations euromaghrébines, remontent très loin dans l’histoires, à cause de leur proximité géographique et stratégique, ainsi que les traditions d’échanges entre eux. L’intérêt européen pour la région maghrébine s’est accru considérablement, avec les changements qu’a connu la scène internationale, qui imposent une collaboration et une assistance territoriale, et internationale, pour un choix stratégique qui sert les deux parties ensemble, soit renforcement du partenariat euromaghrébin. Par conséquence, il est impératif de comprendre sa définition, les étapes de son apparition et son évolution, et d’exposer ses bases, soit le partenariat politique et sécuritaire, économique, financier, socioculturel et humain, et de revenir sur ses principaux gages dans le cadre de la stratégie d’amplification des intérêts des parties. Par conséquence déduire une série de recommandation et de proposition pour transformer la région euromaghrébines à une région de voisinage, et d’assistance, garantissant la paix et la stabilité et le développement, en misant sur l’union maghrébine, basée sur la légalité des chances dans les conventions et la projection d’un avenir commun. Summary: The historical roots of the European and Maghreb relationships, dates back to many decades ago, resulting from the geographical and strategically proximity, and on the different exchanges between them. The European interest for the Maghreb has increased, after the new events, occurring on the international arena, which, need more territorial and intercontinental partnership for strategic choice that serves the two parts together, as part of a strengthening of the Euro Maghreb partnership. Consequently it is imperative to understand its definition, and the steps of its apparition, and evolution, and to expose its bases, including the political, economical, financial, socio-cultural and security collaboration, and to insist on the main bets as part of the strategy of amplification of through interests of the parties. Consequently to deduce a series of recommendations and propositions to transform the neighborhood of the Europe and Maghreb, and to improve the peace, the development and the stability, by betting on the Maghreb union which will be based on the legality of chances in the conventions and the projection of a better future for both regions.
