Résumé:
The procedures for managing the general budget of local public health establishments are an important service for the government, as much as it has an effective role in the development and stability of the health sector being one of the sensitive means in the the Algerian community which also has a role in the spread of diseases and its prevention because the financing of health establishments in the Algerian community is done through what the government spends with the help of the stages of financing expenditure and the revenue of the legislative and executive powers. This study aims to clarify them. procedures and demonstrate the government's insistence on good management of the public health in nearby public health establishments by counting on measures and single national principles, as far as this research has for another goal, to know the realities of the general budget of the state will target public health in local health establishment. In light of the results, we deduce that the general state budget is a primary instrument that the state exercises to achieve similar goals in stability, is social sumptuousness. the general state budget can be ready and executed if it is not based on legal criteria taking into account the effective role of financial control in monitoring various expenditure and revenue procedures and moving away from the mismanagement of public finance.
