Résumé:
Basic health structures are considered the cornerstone of the health system due to the
role they play in the field of prevention and primary treatment. And its position in the
structure of the health system makes it in constant contact with the population, who take
care of their health before directing them - if necessary - to specialized treatment services
at higher levels of the system hierarchy.
This study is an attempt to highlight the role of sectoral equipment programs in raising
the pace of development of spending on health care in the state of Mostaganem and its
effectiveness during the period (2001 - 2020) within the framework of the process of
reforming the health system, which, despite the increase in the budget, did not achieve it.
To improve the efficiency of health structures, the success of the reform policy depends
on the existence of a modern and flexible health system
