ترشيد استخدام الطاقات المتجددة و دورها في التنمية المستدامة – دراسة تحليلية قياسية للطاقة الشمسية في الجزائر-

Abstract

يهدف هذا البحث إلى تبيان أن الطاقات المتجددة أحد أهم البدائل المتاحة لتحقيق التنمية المستدامة، لدفع عجلة الإنتاج و توفير فرص عمل عديدة و بالتالي تحسين المستوى المعيشي، و هذا ما يحفز على ضرورة التحول الطاقوي من الطاقات الناضبة إلى المتجددة من خلال دمجها في منظومة الإمداد الطاقوي مع مراعاة جانب ترشيد استخدام الطاقات سواء الأحفورية أو النظيفة بطرق و تقنيات تعمل على ذلك كالإدارة المتكاملة ،خاصة و أن الجزائر تتوفر على أغنى الحقول الشمسية في العالم محتلة بذلك المرتبة الأولى في حوض المتوسط إضافة إلى الطاقة الريحية المائية و الجوفية ،التي تمكنها من اقتحام مجال الطاقة المستدام بعد الاستغلال الرشيد لهذه الإمكانيات. وخلصت الدراسة إلى ضرورة منح امتيازات و تحفيزات لتسهيل الاستثمار في قطاع الطاقات المتجددة لتبيان نجاعتها في تحقيق التنمية المستدامة من الجانب الاقتصادي بدفع عجلة الإنتاج و التنمية الاقتصادية ،الاجتماعي تحسين المستوى المعيشي و توفير مناصب شغل، البيئي تخفيض انبعاثات غازات ثاني أكسيد الكربون، و هذا ما تم إثباته في الدراسة القياسية التحليلية للطاقة الشمسية بالجزائر في الجانب التطبيقي بشركة كهرباء و طاقات متجددة SKTM في ولاية غرداية باستخدام نماذج بانل. This research aims at indicating that the renewable energies are one of the most important alternatives that can realize the lasting development in order to improve the production and provide the different opportunities of work which leads to the improvement of the living conditions. This requires the necessity of the energetic transformation from the unrenewable to the renewable energies through integrating it in the supply system, taking into consideration the rationalized use of the energies whether they are clean or fossilizes by using methods and techniques which function is an integral administration, especially Algeria contains the richest solar regions in the world which makes it at the first position in the Mediterranean region in addition to the Aeolian, water and cavitary energies which enable it to penetrate the field the lasting energy after using these capacities correctly. This study found that offering privileges and incitation's are necessary in facilitating the investment in the field of the renewable energies to indicate its efficiency in realizing the lasting development economically, improving the economic production, socially, improving the living conditions and environmentally, reducing the emissions of CO2. This is proved through this record, setting analytical study of the solar energy in Algeria in the practical side in electricity and renewable energies company SKTM in the wilaya of Ghardaia using PANEL models.
