Abstract

يعد العنصر البشري أحد أهم العناصر الإستراتيجية في التنمية الاقتصادية والاجتماعية لأي مجتمع، لذلك تسعى دول العالم على اختلاف أنظمتها السياسية والاقتصادية إلى تطوير هذا العنصر بكل الوسائل والطرق، معتمدة أساسا على التكوين والتعليم؛ اللذان يزيدان من مخزون معارف رأسمالها البشري، حيث أن ما يستثمر في تنمية البشر هو أفضل أنواع رأس المال، وأن التعليم نفسه هو استثمار قومي، على حد وصف ''ألفريد مارشال''. وفي هذا الصدد، فقد أصبح النشاط التدريبي والتعليمي عموما، والتعليم العالي خصوصا، أحد المحركات الرئيسية للتنمية في فجر القرن الحادي والعشرين، وهو ما يسهم من ناحية أخرى في التقدم العلمي والتكنولوجي، وفي الازدهار العام للمعارف، وتلك هي العوامل الأكثر حسما للنمو الاقتصادي. لذلك ومن أجل أن يكون التعليم العالي فعالا والاستثمار في رأس المال البشري ناجعا يتعين على مؤسسات التعليم العالي انتهاج آليات محددة على غرار مقاربة ضمان الجودة، وهذا ما سنحاول إبرازه في هذه الورقة.

Therefore, and in order for higher education to be effective and investment in human capital to be effective, higher education institutions are required to adopt specific mechanisms such as the quality assurance approach. something we will try to highlight through this article.
