Abstract

Unemployment is one of the most important problems and obstacles that most countries of the world suffer from due to their different economic systems and the varying level of their progress. This problem has become an urgent issue, given its negative dimensions and its serious repercussions on the economic, political and social aspect particularly. One of the reasons for the high rate of this phenomenon in Algeria is the adoption of structural reforms which have had a clear impact on public economic institutions and have encouraged them to massively lay off workers, and in order to reduce unemployment and attempt to control it, the public authorities have resorted to the development of a strategy and a group of official agencies to circulate them throughout the national territory, which aims to prepare programs for the employment of workers and stimulate the labor market. The development of small and medium-sized enterprises and the encouragement of their establishment is an important starting point for tackling this dilemma, as it is of great importance in the economy as a new outlet for the exploitation of resources and services, especially local ones, so that the latter works to create more abundant employment opportunities and continuity of employment, and therefore a lower financial cost. This offers greater employment opportunities across the country.
